But does he have the Constitutional authority to do this?
US Constitution, 1st Amendment:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof ...
If the Islamic State is "an establishment of religion", then neither Congress nor Obama ad-Dajjal have the Constitutional authority to attack it.
Declaring ISIS, the IS, and the Caliphate a "terrorist group" only clouds the issue. It also sets a dangerous precedent for the future persecution of all religions, which is something that Obama ad-Dajjal and his successors ultimately will do.
Make no mistake about it - this is a religious war. And religious wars have always been the most brutal of human conflicts.
By the way, the Articles of Confederation authorized war based on religion (see Article III), while the current US Constitution does not:
