Keep the life saving programs and cancel the life taking ones. Then review and re-authorize or dump those that remain.
And sending more money to Ukraine ought to be in the automatic CUT column. All we got to do there is tell Zelenskyy that it's over, and if he keeps making terror threats turn him over to the ICC.
