Cities and states seem to think there is nothing President Trump can do to stop their adherence to a global climate accord:

Not so. Here is his authority for stopping them:
US Constitution
Article I, Section 10
1: No State shall enter into any Treaty, Alliance, or Confederation ...
Every executive, legislator, and judge in all US states takes an oath to support our constitution. Those who violate their oaths should be removed from office, by impeachment or other due process. And our president should use his executive authority to block any global accord(s) the states try to enter.
Failing to do so will contribute to the breakup of the country.
