The World Wants Nuclear Power

Russia will be building two nuclear power plants for Bangladesh. You can read about it here:

China and/or Russia also may be building new nuclear power plants for South Africa. You can read about that possibility here:

All these new reactors will produce plutonium which could be used for nuclear weapons.

So how come these countries can have them but Iran cannot?
