The Attacker Was Neutralized

Here is a report from The Jerusalem Post:

A 21-year-old border policeman was lightly injured in the leg when an attacker approached the forces located at the junction, pulled out a knife from a bag and attacked one of the policemen. The attacker was neutralized.

Neutralized? Does that mean he was killed? For causing a light injury in someone's leg?

We are witnessing an ominous progression. Soldiers and police now are judge, jury, and executioner is nearly all situations involving the use of force. The concepts of "war" and "crime" have been replaced by "threat", and the way to deal with a threat is to "neutralize" it.
