I have seen several stories like this one lamenting (rightfully) the death of dogs left outside to freeze to death:

And there also are stories about humans freezing in the same storms:

The biggest difference seems to be that people CARE about the dog deaths and want the responsible parties to be punished, but no one is clamoring for justice in the case of the human deaths.
Why? Because we ALL are responsible for the deaths of these frozen humans, but we don't want to accept that responsibility.
In fact, at least one city government threatened to condemn the house of a man who tried to shelter the homeless from the cold. You can read about it here:

This country is screwed up on SO many levels.
